Last night, Congresswoman Barbara Lee (D-CA) introduced a bipartisan bill to reduce the vulnerability of women and girls to HIV infection in developing countries and eliminate the requirement that thirty-three percent of AIDS prevention funds be spent for abstinence-only programs.
